The minecarts can be acquired via the Joja Community Development Form for a total of 15,000g. There's a minecart that will take the player to the mines, another that leads to the quarry, another minecart is near the bus stop, and the last one is in Pelican Town, next to the Blacksmith's shop. Sure, getting a horse makes it easier to get around, but the minecarts are essentially a form of fast traveling around the map. Gaining access to the minecarts is an important step to making one's life easier in Stardew Valley.
